Visitors and staff at MacArthur Park describe apparitions in the Tower Building's basement and on its staircase, and local legend adds a report of a Civil War-era hanging on the grounds, though it isn't independently documented. The complex was built between 1840 and 1841 as Little Rock's first U.S. military arsenal, was seized by Arkansas secessionists in 1861 and held by Union forces from 1863 on, and later served as the launch point for the 1864 Camden Expedition, in which Black soldiers of the First and Second Kansas Colored Infantry fought with distinction. General Douglas MacArthur was born in the surviving Tower Building in 1880, while his father commanded the post; the 36-acre grounds became a public park in 1892 and were renamed in his honor in 1942.
MacArthur Park is a public city park, open during normal park hours; the Tower Building now houses the MacArthur Museum of Arkansas Military History, open to the public for a fee.
